For safety reasons, mobile phones, interphones, remote control toys, other electronic equipment with remote control, and other wireless transmitting devices that are considered disturbance to aircraft operation safety by related departments and China Southern Airlines, are prohibited onboard. 

You can use laptop during most of the flight except takeoff and landing procedures.
